The Ministry of Agriculture has prepared a draft Law on Wine, after consultations with producers of the wine and viticulture sector in order to exchange views and better understand the requirements of producers and the framework that must be adhered to by the Ministry.The Wine Act is drafted for the purpose of consolidating European Union regulations with national regulations in the wine and viticulture sector in order to regulate a single legal basis for the adoption of implementing regulations on competencies at the national level. At the same time, the areas currently prescribed at the national level by the Law on Wine and the Law on the Common Organization of the Market of Agricultural Products and special measures and rules related to the market of agricultural products will be connected.The aim of drafting the draft law on wine and all measures it adopts is to define a clear legal framework for the economic conduct of grape and wine production and ultimately the sale of wine for income in market-transparent conditions with the inclusion of tools to combat the “gray market”.Four new regions are being establishedThe draft law on wine enables the association of winemakers and winegrowers at the national and regional level, who are given a new active role in the promotional activities of winemakers and work on the marketing system of Croatian wines and will thus contribute more actively than before . Four new regions are being established (both wine and marketing): Slavonia and the Croatian Danube region; Croatian Istria and Kvarner; Dalmatia and Bregovita Hrvatska. In addition, the Draft Law on Wine clearly defines the distinctive framework for the production of grapes for own needs in a very limited scope on areas up to 0,1 ha from those producers of grapes, must and wine in production, business and market-oriented coverage .This Draft Proposal of the Law on Wine regulates the legal basis for performing more efficient administrative control of all data that grape and wine producers are obliged to submit. Hamburg-based ONP Management GmbH has been named the Technical Advisor for the 500MW floating wind project offshore Saudi Arabia being developed by Plambeck Emirates LLC.As reported earlier this week, Plambeck Emirates and Italy’s Saipem signed a Memorandum of Understanding and an exclusive agreement for the development of the 500MW project.Saipem and Plambec will sign the EPCI contract once financial agreements for the project are finalized.The project is part of the 5GW New Wind Market concept proposed by Plambeck to the Kingdom of Saudi Arabia. ONP Management is also Technical Advisor for the remaining 4.5GW capacity.The floating wind project will be a part of the Saudi Arabian government’s policy “Vision 2030”, Plambeck said.
WASHINGTON — Republican Senator Joni Ernst is pressing her GOP colleagues to make it a crime for federal agents to engage in a sex act with a person in their custody.Federal judges, prosecutors and probation officers would also be barred from sexual contact with a defendant. That kind of activity is already a crime for employees in federal prisons. “That would be specifically in prison systems where those guards are taking advantage of their position of authority and engaging in ill-advised activities with those that are imprisoned,” Ernst said.Democrats in the U.S. House included this provision in the 2019 bill that reauthorized the Violence Against Women Act, but the bill did not clear the GOP-led Senate. Ernst is lobbying for this issue to be included in the GOP’s police reform package that could be debated yet this month.“Certainly we need to wrap up that loophole, make sure we’re closing down on that and hold our law enforcement officials to a higher standard of conduct,” Ernst said.Ernst said current law lets federal law enforcement officers claim a sexual encounter with a defendant or a person in custody was consensual in order to avoid assault charges. At least 20 states have enacted legislation similar to what Ernst and two of her Democratic colleagues in the U.S. Senate first proposed at the federal level last year.

These days, however, it’s no longer unusual to see siding being installed on vertical furring strips or a plastic drainage mat. As rainscreens become more common, mainstream builders are beginning to ask, “What’s a rainscreen? How do I know if I need one?”This article will pull together information to answer the most common questions about rainscreen gaps between siding and sheathing.You can’t really point to a rainscreen, because it isn’t a thing — it’s a system. That’s why I prefer to talk about a “rainscreen installation,” a “rainscreen approach,” or a “rainscreen gap.”For most residential builders, a rainscreen siding installation is one that includes an air gap between the siding and the water-resistive barrier (the asphalt felt or housewrap).Some purists insist that you can’t call it a rainscreen gap unless you have ventilation gaps at the top of the wall as well as the bottom of the wall.
