Government of Belize to amend marijuana legislation

first_imgBelize marijuana legislationThe Belize Parliament has agreed to amend the Misuse of Drugs Act with bi-partisan support.In August, the Dean Barrow government piloted the amendment to the legislation. The law provides for monetary and non-recordable penalties for possession of marijuana on school premises. However, in specified circumstances it makes smoking on private premises no longer an offense.The Bill had been referred to the Health and Human Development Committee of the House and Prime Minister Barrow said then it was just the beginning.Something good to do“I am excited; clearly it is only a first step and a small step, and I know there will be the naysayers; I suspect we are going to hear from the churches. But I feel as both a matter of conviction that it is something good to do, but also that the society as a whole will support it,” the prime minister said.When the matter came up for debate on Friday, Opposition Leader John Briceño said his difficulty with the current legislation is that it stops at decriminalization.Oppressive to the poorIn the debate, Foreign Affairs Minister Wilfred Erlington said the euphoria induced by marijuana is false, but the bill does offer true relief. “Marijuana’s main effect really is to induce a false and unrealistic sense of contentment. In other words people who smoke it seem to feel contented and people who are contented don’t normally give trouble,” he said, adding “This has been a piece of legislation that has been really oppressive to the poor.”Erlington said that poor people used to be hiding little bits of marijuana in the clothes of their children. “The record seem to suggest that the consumption of marijuana and the addiction to it is a medical problem. In this day and age we know that many of these people have these addictions and you don’t punish them more, you try to furnish them with provisions for overcoming it.,” he added.Benefits hemp industryMinister of State, Elodio Aragon Junior, said the amendment will be significant for the hemp industry as the Misuse of Drugs Act bill will exclude industrial hemp from the definition of cannabis in the Misuse of Drugs Act. “I will also like madam speaker to highlight and state what this amendment will do for Belize. One, it will reduce the criminalization of our young people especially those who smoke marijuana. Jamaica’s Finance Minister says no new taxes

first_imgThe Jamaica government says it will introduce no new taxes when it presents the national budget to Parliament next month.Finance and Public Service Minister, Audley Shaw, said revenue inflows have been doing “fairly well” this year, and that the out-turn at the end of December 2017 was J$13 billion ahead of projections.“Happily, with this trajectory, it is not the government’s plan to introduce a new tax package in the new Budget that is coming,” Shaw told the Mayberry Investments Limited’s monthly Investor Forum.Focus on non-tax initiativesHe said the government will, however, focus on implementing non-tax initiatives to ensure that importers in particular “pay their fair share at the wharves.”Shaw, who is expected to present his budget on either February 8 or 9th, said to this end, the Jamaica Customs Agency has been instructed to take the necessary steps to acquire the requisite modern state-of-the-art X-ray equipment to enable them to scan all incoming containers.100 percent scanning“We are going to (scan) all barrels and containers 100 per cent….  Everything coming in will be scanned, because all I want is a fair system where all persons pay their duties,” he added.Meanwhile, Shaw said the government plans to lobby the International Monetary Fund (IMF) to further reduce the Primary Surplus Balance.The primary surplus is the minimum set aside in the Budget for debt payments. This was a stipulation under the previous IMF Extended Fund Facility, and remains under the successor Precautionary Standby Arrangement.“We had gotten a relaxation… from 7.5 per cent, which is where it (initially) was, down to seven per cent, and when the time is appropriate, we will seek to get it further down to 6.5 per cent and then six per cent. Of course, the more relaxation you have of the Primary Surplus is the more money you will have for capital expenditure,” Shaw said.e also advised that Jamaica’s debt is expected to further decline to 107.1 per cent of gross domestic product by the end of the 2017/18 fiscal year on March 31.last_img read more

Jamaican Dancehall artiste Bounty Killer, has extended a helping hand to the Kingston Public Hospital (KPH) and Victoria Jubilee Hospitals in downtown Kingston by donating more than 60 beds to the institutions. The deejay, whose real name is Rodney Price, said he was decided to help after seeing several reports about the state of the island’s health sector. He revealed that he received assistance from a friend in the international health sector in securing the beds at an affordable price.He told reporters that he was able to get them into the country hassle-free via a waiver from the finance ministry. This comes on the heels of the J$100 million raised by the Shaggy ‘Make a Difference Foundation’ for the Bustamante Hospital for Children.last_img read more
